Special Duties

The Special Duties Department handles cross-cutting tasks, strategic assignments, inter-departmental projects, and multi-sectoral collaborations outside the purview of traditional core departments for the Federal Ministry of Youth Development.

Mandate

• Managing and coordinating critical assignments of strategic importance, multi-sectoral collaborations, and inter-departmental projects.
• Acting as strategic liaison between the Ministry and external stakeholders, MDAs, international organizations, and private sector partners.
• Supervision and oversight of designated direct reporting units including SERVICOM, Stock Verification, Anti-Corruption and Transparency Unit (ACTU), and Public-Private Partnership (PPP).
• Providing strategic advisory and operational support to the Permanent Secretary and executive leadership.
• Managing the planning, coordination, and execution of constituency projects and emergency response interventions.
• Serving as the Ministry’s dedicated liaison with the National Assembly on legislative affairs and policy matters.
• Guiding the formulation and execution of the Ministry’s Service Charter, complaints management systems, and Service Improvement Plans.

Functions

• Conducting regular evaluations of services provided by the Ministry and driving continuous performance enhancements through SERVICOM.
• Conducting pre-payment and post-payment verifications, inventory checks, and monitoring of government stores through the Stock Verification Unit.
• Investigating petitions, conducting system studies, and driving integrity compliance and ethics scorecards through the Anti-Corruption and Transparency Unit (ACTU).
• Identifying viable PPP projects, developing transparent partnership policies, and securing strategic investments for youth initiatives.
