Legal Services

The Legal Services Unit/Department provides comprehensive legal advice, statutory interpretation, dispute resolution, and contract drafting services to safeguard the legal interests of the Federal Ministry of Youth Development.

Mandate

• Drafting, vetting, and execution of bilateral agreements, Memoranda of Understanding (MoUs), and commercial contracts.
• Providing authoritative legal opinions and advice to the Honourable Minister and Permanent Secretary.
• Representing the Ministry in liaison with the Federal Ministry of Justice in civil litigation and arbitration matters.
• Reviewing and drafting legislative proposals, subsidiary legislation, and regulatory frameworks affecting youth affairs.
• Ensuring statutory compliance with federal laws, court orders, and administrative regulations.

Functions

• Participating in contract negotiations with contractors, donors, and technical partners.
• Maintaining an updated registry of ministry legal instruments, title deeds, and agreements.
• Advising on dispute prevention, alternative dispute resolution (ADR), and mediation.
