Human Resource Management

The Human Resource Management Department manages establishment, recruitment, posting, training, discipline, records, and staff welfare for the Federal Ministry of Youth Development.

Mandate

• Handles all matters relating to Appointment, Promotion, and Discipline of all career members of staff.
• Management of the Integrated Payroll and Personnel Information System (IPPIS) Human Resource component.
• Keeping of records and documentation, and variation.
• Staff welfare.
• Training: local and international capacity building for members of staff.
• Management of sporting activities.
• Management of the National Health Insurance Scheme (NHIS).
• Liaising with unions (staff association).
• Management of the Ministry’s Nominal Roll.

Functions

• Processing of matters relating to appointment, promotion, discipline, manpower budget preparation and defence, IPPIS HR Module, records and documentation, Salary Variation Advice, Nominal Roll, and internal deployment of staff.
• Processing of staff welfare and training matters, including sporting activities, NHIS, labour unions (staff association), pension and retirement matters concerning all categories of staff, amongst others.
